Apply for Prime Minister Youth Laptop Scheme

In today’s increasingly digitalized society, having access to technology is crucial for the educational and professional growth of young individuals. Understanding this necessity, the Government of Pakistan has recently launched the Prime Minister Youth Laptop Scheme 2023. This scheme aims to empower the youth by equipping them with laptops and enhancing their academic and technical abilities. Its primary objective is to bridge the digital gap by providing deserving students from all regions of the country with laptops. By doing so, the scheme enables students to access educational resources, conduct research, improve their technical skills, and keep up with the latest advancements in their respective fields. Objectives

  • Enhancing the quality of science and technology education, including the integration of information and communication technology (ICT).

Eligibility Criteria

Students enrolled not earlier than their respective program duration as per the table below:

  • The applicant must have a valid CNIC/ B-Form number.
  • Must be a valid student as of the closing date for application submission i.e., 30th Jun 2023

Students studying in public sector Universities/ Degree Awarding Institutes duly recognized by HEC (Except Distance learning).

  • Students enrolled in PhD/ MS/ MPhil or equivalent 18-year program.
  • Students enrolled in a 4-year or 5-year bachelor’s degree program (morning and evening).
  • Students enrolled in MBA Program (3.5 years, 2.5 years, and 1.5 years).

Ineligibility

  • Students enrolled in privately-owned higher education institutes (HEIs) are not eligible for laptops under this scheme.
  • Students who have previously received a laptop through any government scheme at the federal or provincial level are not eligible.
  • Except for students from AJK (Azad Jammu and Kashmir), foreign nationals are not eligible.
  • Students who have not applied online or whose applications have not been received through the online portal are not eligible.
  • The eligibility for receiving a laptop will also be assessed at the time of distribution. If a student fails to provide the required documents and evidence of academic performance, which were used to determine their qualification for a laptop, they will not receive the laptop.
  • Any student who has completed their degree program before the distribution of laptops will not be awarded one.

Selection Criteria

  • After students apply online before the deadline through the HEC online portal, the system will filter eligible and ineligible students accordingly.
  • The university’s Focal Person will verify the student’s data using their online focal person account, including Name, CNIC, Department, Degree Level, Last exam percentage/CGPA, etc.
  • The verification process is the sole responsibility of the University Focal Person.
  • If any discrepancies are found in the student’s data, the University Focal Person will update/edit the student’s data after obtaining records from the institute or the student themselves.
  • The Focal Person has the authority to disapprove, verify, or correct the student’s application within the given timeline.
  • Each institute will receive a predetermined quota of laptops based on eligibility and merit criteria.
  • After the verification deadline set by HEC, the system will generate merit lists for each university automatically.
  • HEC will share the provisional merit lists with the institutes for cross-checking, and the institutes will have 15 days to respond with any corrections.
  • Once the discrepancies, if any, are resolved in the provisional merit list, HEC will share the final merit list with the institutes.
  • Every institute must display the final merit list on its notice board, website, or social media page with a specified distribution timeline.
  • Similarly, the final merit lists will be published on an online portal accessible to all students and the general public, allowing them to view the merit status of each individual.

Distribution Criteria

  • Laptops will be distributed based on merit in each degree program, including PhD, MS/M.Phil., and 16 years of education.
  • The distribution share will be determined based on university enrollment, and the laptop quota for each degree program will be allocated accordingly. This includes University Quota, Campus Quota, Degree Program Quota, Department Quota, and distribution based on years of education.
  • As per the directives from the Prime Minister’s office, a quota of 14% (14,000 laptops) has been allocated for HEIs in Balochistan. This quota is specifically reserved for students from accredited universities in Balochistan. The remaining 86,000 laptops will be allocated among public sector HEIs based on their enrollment preferences.

How to Apply

Students are recommended to utilize the Students’ Service Portal’s provided link for online application submission, where they can either register or update their profiles. It is important to note that students have the option to apply through the web portal or the mobile app.
